As promised, I am responding to your letter.  I have posed the following
questions to Tehuti, and the answers, in a notation you may not
understand,
but which represent the card(s) pulled, are as shown:

From these questions and answers, I would conclude as follows:

1.  Yes, the allegation is true, for exactly the reasons one would
suspect, namely to put the soldiers "in their place".  The
two energies at play are Herukhuti (5--) and Sekert (3H).  Herukhuti
is the complex of energies that governs justice/vengeance.  Sekert
is structure/limitations/order, also creation/death/power.  In its
negative aspect, which is what we see here, Herukhuti is the energy
that governs violence, especially to correct or punish what the
perpetrator feels is a violation of the established order.  I do not
mean to suggest they are right in any way, but that is what they
feel, and it is this negative Herukhuti energy that is in play,
governing the behavior.

2.  The energetic cause of the slaughter is a matter purely of
Herukhuti (5H), which corresponds to the fifth sphere of the Tree of
Life (see my article African Cosmology for more background:
http://TheAfrican.Com/Magazine/Cosmo.htm).  This energy operates at
many levels.  It is the energy of law enforcement, of the military,
of the warrior, of the athlete, of the entrepreneur, of zealous
action, of sexual passion, of libertinism, of strong liquor, hot
pepper, alcoholic excess, "seeing red", etc.  It is also
the energy of Divine Wrath, of Divine Law Enforcement.  In energetic
terms, the oppressor and his victim are doing a symbiotic dance, and
each one is here to teach the other a lesson.

3.  What are we to learn from this?  The spiritual lessons in play
here are those of Herukhuti.  Fundamentally, and in a broad sense,
it is about knowing the difference between justice and vengeance.
Justice should be a restoring to Right Order, whereas vengeance is
about getting one's own back.  Vengeance does not restore to Order,
therefore the satisfaction that it brings is short-lived, and as we
know well, can precipitate a vicious cycle in which at every turn
vengeance begets yet more vengeance, and one wrong begets yet
another wrong.  This is not to suggest that the oppressed should
acquiesce in their oppression, which is what some might take
"turn the other cheek" to mean.  Turning the other cheek,
once a week on Sundays, from the comfort of a church pew, teaches no
spiritual lesson, and carries no spiritual merit.  Turning the other
cheek while putting oneself in harm's way is another matter, which
requires physical courage as well as spiritual faith.  The oppressed
have a spiritual duty to resist oppression, which however is not
license to wreak vengeance... and especially not when the enemy is
stronger than you are.  We are not in a position to know whether and
to what degree the various individuals who were part of that drama
learned the spiritual lessons that were inherent in the setup.  Were
those who died brave men resisting their oppressors, or just fools
who didn't know how to behave?  Those who did the killing or ordered
it are in no sense the victors.  In spiritual terms they are surely
losers for the crime that they committed; yet, even for them, the
possibility of redemption remains, provided they come to terms with
what they did, and learn the spiritual lessons associated with it.

4.  Tehuti says that the best advice for you, CQ, in processing this
matter, is to let go some of your conditioned behavior patterns.
Attachment and receptivity to one's conditioned behavioral patterns
will bring harm, despite the presence of Herukhuti's (warrior's)
energies in positive aspect, meaning courage, zealousness,
leadership, etc.  Physical resistance is necessary, but it is
important to establish and maintain oneself in spiritual balance
also, that is, in a place that is not easily upset by externals.

5.  I asked some questions about Carrol Case and his motives.  It is
not really relevant, but I asked to get the full picture.  He is
very much in journalistic mode, championing the "cause"
through the media (5++ 8++).  He is more in it more to make money
(10H), than to promote healing (4++ 6-).
