Dar es Salaam Regional Commissioner Paul Makonda has jumped from the frying pan into fire yesterday February 17, 2020, in his statement to praise the impact of a pro-poor government programme, which was established in 2000.
It was very unfortunate for Makonda when he disclosed how he had benefited from the Tanzania Social Action Fund (TASAF) in the past. The RC said that he was paid a bus fare from the TASAF to attend a meeting in Dodoma during President Benjamin Mkapa’s tenure. TASAF is concerned with the issuance of cash handouts to the elderly Tanzanians and establishment of various income-generating projects among the needy communities.
Makonda spoke during the launch of phase two of TASAF which was presided over by President Magufuli and attended by former presidents Ali Hassan Mwinyi, Mkapa and Jakaya Kikwete. In his statement, Makonda said that the meeting he attended in Dodoma by then made him what he is today.
The program is yet to spend more Sh2.02 trillion, that totals Sh4 trillion since its establishment. When he stood to speak, the president of the Republic of Tanzania Dr John Magufuli shocked Makonda when he instructed him to refund the money he received from TASAF as he was not the targeted beneficiary.
“If I got you correctly, I direct you to return back the money you received because the money from this programme is meant for the extremely poor families and you are not among them,” the President directed.
His Excellency head of state said that 18,700 families did not appear to have received the cash transfers. On the same, Magufuli said that a TASAF audit that was conducted between November 2015 and June 2017, revealed that there were 73,561 ghost beneficiaries and 22,034 households which were not poor.
